Iris Hill – Town Administrator
Iris Hill was appointed as the Town Administrator of Edisto Beach in February 2009. She serves at the pleasure of the Council and is the Chief Administrative Officer of Edisto Beach tasked with carrying out Town Council policy. Before joining Edisto Beach, Iris was a City Manager in Texas and worked in county government in Central Florida for 18 years. She has worked in public service for 28 years and has extensive experience in emergency management and finance.
Iris is a native South Carolinian and grew up in Sumter. She received a BS degree in Biology from the College of Charleston and a BS degree in Medical Technology from the Medical University of SC. After working in the medical field for ten years, she made a career change and went into public service. While in public service, she obtained a Master’s Degree in Public Administration from Troy University and was initiated into the Pi Alpha Alpha National Honor Society for Public Affairs and Administration. She obtained the status of Certified Public Manager from Florida State University. She is an active member of the International City/County Management Association, Municipal Association of South Carolina, Government Finance Officer's Association and serves on the Board of the SC Beach Advocates and South Carolina Municipal Insurance and Risk Financing Fund Board. She is also actively involved in the Volunteer Fire Department.
Iris’s family has owned property on Edisto Beach since 1986. Iris and her husband are property owners on Edisto Beach and enjoy golfing, hunting, fishing, reading, boating and being outdoors with their Weimaraner, JR.
Betty Heaton-Administrative Assistant
Betty Heaton has worked for the last 15 years at the Town of Edisto Beach where she is currently assistant to the Town Administrator. She is originally from Orangeburg, SC. She retired from the banking industry after 27 years of service and moved to Edisto Beach where she has vacationed with friends and family since childhood. Prior to her banking career, she was a hair dresser for 8 years. She is a volunteer for the Edisto Beach Turtle Patrol, enjoys doing all kinds of crafts and flower arranging, enjoys camping with her husband and cat, but most of all, she enjoys fishing.
Maxine Burton – Financial/Budget Analyst
Maxine was born in Greenville, South Carolina, where she grew up with her mother, father and older sister. Upon graduating from Gray Court-Owings High School, she went on to graduate from Greenville Technical College. She later studied interior design at the University of Tennessee in Chattanooga. Maxine has experience in a variety of industries which include trucking, leasing and manufacturing. In addition, she has served as the CFO for two family owned companies.
After being a tourist of Edisto for many years, Maxine chose to move here 20 years ago. She has been a resident since and enjoys the little treasures that come with living here. She also has one daughter, who along with her husband and child, reside on Edisto.
Maxine has worked for the Town of Edisto Beach for 10 years. She thoroughly enjoys serving this small island community.
Deborah Hargis – Municipal Clerk
Deborah was born and raised in St. Matthews SC and has spent the past 20 years raising her two girls and teaching four-year-olds in North Carolina. She has been coming to Edisto all her life and has recently become a full-time resident. Deborah has a BA in Comprehensive Special Education from Converse College. In her spare time, Deborah enjoys knitting, riding her scooter and spending time with her family.
Kelly Moore-Special Projects Coordinator
Kelly Moore was born and raised in Saluda, SC. She attended Lander University in Greenwood, S.C. where she graduated with a Bachelor of Arts in Mass Communication. Kelly called Greenwood her home for approximately 18 years. After visiting Edisto Beach for many years while on family vacations, Kelly made Edisto her permanent home in 2015. She is currently the part-time Special Events Coordinator and oversees the Edisto Civic Center and Bay Creek Park. Kelly enjoys gardening, fishing, boating and spending time her 2 dogs and loving husband.
