Billow Street/Arc Street Drainage Project
In 2014, the South Carolina Department of Transportation and the Town implemented the first phase of a drainage plan in this area. Crossdrains were installed across Palmetto Boulevard and positive flow drainage was established to the outfall at the end of Billow Street. However, to improve drainage, ditches were deepened. Phase II of this project is to determine additional improvements to drainage in this area which may include installation of pipes. If so, plans will be made to implement improvements to the ditches in the area.

Council awarded this project to IPW Construction Group, Inc for an amount not to exceed $281,102.55.
The request for bids has been issued. There is a mandatory pre bid conference on October 31. Bids are due December 2, 2022.
The bid documents have been drafted and are under final review. Half of the American Rescue Plan funds have been received. The project is permitted. Once the bid documents are finalized the project will be bid.
Davis and Floyd have completed the 90% plans for review.

Davis & Floyd presented a drainage option for Arc Street. After discussions between the Council and consultant the Council decided to move forward with correcting the pipe sizing on the outfall. This will be budgeted in the next fiscal year. Davis & Floyd are also looking into potential funding sources.
